Effective Date:
COMPASS applies to new EP applications from 1 September 2023, and to EP renewals from 1 September 2024.

Who Needs to Meet COMPASS Requirements?
All new Employment Pass applicants (except in exempted roles like intra-corporate transferees)
Employers hiring foreign professionals on a monthly salary ≥ SGD 5,000 (SGD 5,500 for financial services)
How Does COMPASS Work?
COMPASS is scored on a 40-point system. You need a minimum of 40 points to pass. Points are awarded across four foundational criteria and two bonus criteria:
Foundational Criteria (Maximum 20 points each)
Salary (relative to sector benchmarks)
20 points if ≥ 90th percentile
10 points if between 65th–90th percentile
0 points if below 65th percentile
Qualifications
20 points for top-tier institutions or specialized degrees
10 points for bachelor’s degrees
0 points for diplomas or unaccredited certifications
Diversity (Nationality diversity within firm)
More points if the applicant brings in new nationality representation
Support for Local Employment
More points if the company has a strong ratio of local PMETs (Professionals, Managers, Executives & Technicians)
Bonus Criteria (Up to 20 additional points)
Skills Bonus: For roles on the Shortage Occupation List (e.g., AI, cybersecurity, fintech)
Strategic Economic Priorities Bonus: For companies aligned with Singapore’s growth sectors or participating in government-supported programs
